Flirting is a way to "test the waters". Its like dipping your toe in the swimming pool to see if the water is cold. One makes a comment with, as Kyle said, "sexual undertones". Depending on the temperature, one can then decide to either dive in or to scurry back to the deck chair and wrap a towel around oneself.

It's a very gray area. Some people are oblivious to flirting while others misconstrue a friendly gesture as an invitation to jump in the sack. There are an infinite number of degrees in between.
