Reading between the lines, Republicans detected another aim. By limiting the pool of people who would be eligible for deployment, they believed that Democrats were attempting to force the troop reductions that they had failed to bring about legislatively.
not to mention it is blatantly unconstitutional.

Here's a question I'll never get an answer to: How is it unconstitutional?

Re: Why don't republicans support our troops?

the president is commander in chief.

where in the constitution does congress have the power to deploy troops or to determine how many troops can be deployed, how many days rest troops should have before deployment etc

this is about as silly as that moron out in california...anglides that ran for governor as a democrat in 06 and said he was going to withdrawl california national guard troops from iraq if elected.

lolz.

i think he is selling insurance somewhere now.

Congress determines benefits for the troops as well as funding. Also, since war was never formally declared, it's probably unclear who has what powers. Plus it's an illegal war. The president didn't have the right to invade a sovereign nation that was no threat to us. And we aren't really at war -- the war was over in '03. We're occupying Iraq, which is probably illegal.

The democrats probably knew this bill wouldn't pass. If it did, the military would be even more short-handed, which would make it more risky for those deployed. The democrats can't ever cut off funding for the "war" because Bush would just leave the troops there without food or water if it came to that.
