It won't change, because libel law is something most people are unaware of, until it bites them in the arse. The stupidist case I heard of was a football team suing a couple of fans for complaining about the team's owner in an online forum. These weren't huge media organisations, just ordinary people facing financial ruin for speaking their minds. However, the libel law is popular with the rich, the people the politicians actually listen to, because it allows them to gag the rest of us.
