I think it's from the 90's, I saw it when I was a kid. It's about a boy that is turned into a rat by a lady that is a witch (I think). And there is a scene of the rat (the boy) trying to find the lady in a restaurant where she is drinking soup with other people around her and I think he attacks her. I hope this doesn't sound retarded, the way I described it.
