I don't know of any for sensitive eyes. but i suggest using a waterproof one or use a pensil one.

I don't know how you're getting it into your eyes unless you line the inside rim which is really awful for you. You could spread about a million different diseases to the insides of your eyes.

Have you tried different formulas, like cake eyeliner or powder applied wet? That can be more long-lasting without all the chemicals of liquid eyeliner, if it's the skin around your eyes that's getting bothered.
