Try focusing on other areas of a person's face. Their chin, the side of their face, the mouth etc. Then move closer to the eyes as you get more comfortable.

I don't know why but other people have trouble looking at me in the eyes as well. I'll force myself to stare at them when talking but they always look away after a few seconds.

i tend to look at his/her nose, mouth, even glasses, if its a girl, i tend to look at her earrings (if she is wearing them), than i look at her hair around her face. than i just feel comfortable my gaze can slowly work back to his/her face.
i also tend to invision to look past him/her still looking at the eyes, but i want to see throw the person. just my two cents on this topic.

I don't know if this is relevant but once during jury duty I got so disgusted a the incompetance of the Public Defender that I couldn't bear to look right at him anymore and so for the rest of the trial I would look just a few inches to the side of his face. During his concluding remarks the PD basically accused the white jurors of being racists and shouted "one of you won't even look me in the eye!" So I guess people can tell when you do that.
