They're called
OCR. But they work with various degrees of success, especially depending on the quality of the scan. Most commercial PDF creators, like Adobe Acrobat (not to be confused with Adobe Reader, formerly known as Acrobat Reader), have an in-built OCR function, which makes the document you scan "searchable".
